I need a ruby on rails developer who is really good and can do test-driven development.

I have a 80 hour project for you. The thing is, this project needs to be done in two weeks. I'll spend 20 hours setting up the core, but you really should know ruby and css well. If you only know RoR, that's fine, but then 20 hours go to someone to do CSS/HTML work..
